ULTANIO Cognos. Algorithmic Meritocratic Governance.

A purely algorithmic, meritocratic, peer-to-peer version of nation states would allow humanity to unite and transcend the boundaries of their species.

Protocols provide part of the solution, but the main benefits are lost if the governance is still based on written law and enforced by humans.

The main benefits are also lost if governance is based on End to End machine learning, where Governance is purely based on data. This approach would only worsen the disadvantages of todays nation states and their organizational structure.

We propose a solution to the governance problem using a Top-Down approach.

The network is based on a Manifest with less then 500 Bytes, to which all of humanity can commit.

This Manifest flows into written Essences, which consist of less then 10 pages and finally into 30 Principles.

Based on this foundation all transaction between members, such as sharing ideas, work and money can be valued by a fast universe of different algorithms.

Ideas are broadcast on a best effort basis, and accounts can leave and rejoin the network at will, accepting the best idea chain as proof of what happened while they were gone.

The best ideas that are submitted win and receive subsequently the most reward.

As long as a majority of accounts is controlled by creatures that are not cooperating to attack the network, they'll generate the best ideas and outpace attackers.

The protocol itself requires minimal structure.
